I think this song is about lonliness in general, this can be caused while tripping or depression or whatever. We all tend to feel alienated sometimes, Jim's mind saw things through in extreme measures..so why does it have to be literal? Maybe he felt that in his little world at the time he wrote it - that faces came out of the rain. Who knows what he was thinking and feeling at the time, but whatever you take from the song is probably right. He was an amazing poet that could and still can reach all of us on different levels. He sat and watched them a while from a distance (they were stoned out of their heads so they didn't notice), then went home and wrote this song.
